1. What is H.B. 1491?: Effective June 29, 2007, H.B. 1491 requires any person or business that contracts with or is considering doing business with a local governmental entity to file a "conflicts of interest questionnaire." The conflict of interest questionnaire (FORM CIQ) was created by the Texas Ethics Commission (TEC) and is available online. The bill provides that failure to file the statement or questionnaire is punishable as a class C misdemeanor. This new law is in accordance with Section 176.006 of the Local Government Code. 2. Who Must File a "Conflict of Interest Questionnaire?": Any person who contracts or seeks to contract for the sale or purchase of property, goods, or services (including submitting a bid on a contract) with a local governmental entity or any other political subdivision such as the Council of Governments must file a questionnaire.

3. To What Type of Contracts Does the Bill Apply?: The bill applies to any written contract and any implied contract, such as purchase orders, procurement card purchases, utility purchases, and more. As written, the bill appears to apply to any purchase made by a city or other political subdivision.

4. When Must a Vendor File the Conflict of Interest Questionnaire?: A person who wishes to conduct business with a local government or political subdivision must file a questionnaire no later than seven days after the date the person begins contract discussions or negotiations with the governmental agency, or submits an application or response to a request for proposals or bids, correspondence, or another writing related to a potential agreement with the agency.

5. With Whom Should the Questionnaire Be Filed?: The questionnaire should be filed with the City of Grapevine City Secretary's Office.

Commercially zoned property - It shall be unlawful for any person, firm, corporation, partnership, association of persons, owner, agent, occupant, or anyone having supervision or control of any lot, tract, parcel of land or portion thereof, occupied or unoccupied, improved or unimproved, within the corporate limits of the city, to suffer or permit grass, weeds, or any plant that is not cultivated to grow in, along, upon or across the sidewalk in the area between the property line and the curbline, or within the area ten feet beyond the property line to a height greater than 12 inches on an average.

Residentially zoned property - It shall be unlawful for any person, firm, corporation, partnership, association of person, owner, agent, occupant, or anyone having supervision or control of any lot, tract, parcel of land or portion thereof, occupied or unoccupied, located within any residentially zoned district within the corporate limits of the city, which as been developed, and all properties contiguous to and/or within 100 feet of such developed properties within the corporate limits of the city, to suffer or permit grass, weeds, or any plant that is not cultivated to grow in, along, upon or across the sidewalk in the area between the property line and the curbline, or within the area ten feet beyond the property line to a height greater than six inches on an average. 4. What is the definition of a junk vehicle?

Sec. 12-124. Procedure for abating and removing nuisance.
(a) Private property: A junked vehicle as defined herein, or a part thereof, found on private property shall be and hereby is declared a public nuisance. Notice of not less than ten days, mailed by certified mail or registered mail with a five day return requested, shall be given to the last known registered owner of the junked motor vehicle, any lien holder of record and the owner or occupant of the private premises whereupon such public nuisance exists, stating the nature of the public nuisance on private property and that such public nuisance must be removed and abated within ten days, and further that a request for a hearing upon such removal and statement must be made before the expiration of said ten day period. If the post office address of the last known registered owner of the motor vehicle is unknown, notice may be placed on the motor vehicle, or, if the last known registered owner is physically located, the notice may be hand delivered. If the notice is returned undelivered by the United States Post Office, official action by the city to abate said nuisance shall be continued to a date not less than ten days from the date of such return.

(b) Public property and public right-of-way: A junked vehicle as defined herein, or a part thereof, found on public property or on a public right-of-way shall be and hereby is deemed a public nuisance. Where can I park my boat / rv / trailer?: Boats, recreational vehicles and trailers are regulated by our residential zoning ordinances and are allowed to be parked in a driveway only with an approved permit from the Building Inspection Department when side and back yards parking is not feasible. 6. Can I place "House For Sale" signs on property other than my own?: No, the City of Grapevine does not allow off-premise signage.

8. Is a permit required for a water heater replacement?: Yes, Water heaters are covered under the Plumbing and/or Fuel Gas Code, and State Law. It is illegal for anyone, even a homowner, to replace a water heater without a permit. Every year, people are killed or injured due to improperly installed water heaters. 9. Is a permit required for a storage building?: Yes, there is no charge for storage buildings not exceeding 120 square feet in area, but all storage buildings require permits. Submittal requirements and fee schedules are available online, or may be picked up at the Building Department 817-410-3165.

10. Is a permit required for sidewalks, driveways, retaining walls and non-covered patios?

Permits are not required for driveways entirely on private property that do not tie into the curb/street. Permits are not required for sidewalks entirely on private property. Public sidewalks, and sidewalks in the right of way must be permitted. Permits are not required for retaining walls not over four feet in height, unless the retaining wall is close enough to a structure that it is carrying foundation loads. Retaining walls over four feet in height require permits, and plans must be prepared by a State of Texas registered Professional Engineer. 11. Does the City enforce ADA and / or State of Texas handicapped accessibility requirements?

State law regulates handicapped accessibility. All work falling under the scope of the Texas Accessibility Standards must be reviewed/inspected by a State licensed accessibility contractor. It is the owner/architect/project manager’s responsibility to secure the services of the State licensed contractor. The City will require verification to be submitted, showing compliance with State law. As a courtesy, the City can provide a list of inspectors who perform this service.

12. Does the City perform energy code inspections?

Energy codes are adopted by the State of Texas. It is the responsibility of the owner/architect/project manager to secure the services of a State licensed energy code inspector to review/inspect for energy code compliance. The City will require verification of compliance with State law to be submitted. As a courtesy, the City can provide a list of inspectors who perform this service.

13. What is the turn around time for building permits?

While the answer to this question is based on the current workload, the complexity and the type of permit, the following are goals that the Building Department has for turn around time:

14. Are residential foundations required to be prepared by a Registered Engineer?: Yes. Due to the extremely expansive soils in this area, foundations (new and addition) must be designed by a State of Texas Registered Professional Engineer. The only exception is for residential additions of 400 square feet or less where it can be verified that the original foundation was not engineered. In these rare cases, a standard foundation detail (provided by the City), or equivalent may be used.

15. What work is exempt from permits?

Generally speaking, the following work is exempt from permits.

Building:
1. One-story detached accessory structures used as tool and storage sheds, playhouses and similar uses, provided the floor area does not exceed 120 square feet (11.15m2) require permits, but are exempt from permit fees.

2. Oil derricks.

3. Retaining walls which are not over 4 feet (1219 mm) in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding Class I, II or III-A liquids.

4. Water tanks supported directly on grade if the capacity does not exceed 5,000 gallons (18 925 L) and the ratio of height to diameter or width does not exceed 2 to 1.

5. Sidewalks and driveway not more than 30 inches (762 mm) above grade and not over any basement or story below and which are not part of an accessible route.

6. Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.

7. Temporary motion picture, television and theater stage sets and scenery.

8. Prefabricated swimming pools accessory to a Group R-3 occupancy, as applicable in Section 101.2, which are less than 24 inches (610 mm) deep, do not exceed 5,000 gallons (18 925 L) and are installed entirely above ground.

9. Swings and other playground equipment.

10. Window awnings supported by an exterior wall which do not project more than 54 inches (1372 mm) from the exterior wall and do not require additional support of Group R-3, as applicable in Section 101.2, and Group U occupancies.

11. Movable cases, counters and partitions not over 5 feet 9 inches (1753mm) in height.

Repairs and maintenance: A permit shall not be required for minor repair work, including the replacement of lamps or the connection of the approved portable electrical equipment to approved permanently installed receptacles.

Gas:
1. Portable heating, cooking or clothes drying appliances.

2. Replacement of any minor part that does not alter approval of equipment or make such equipment unsafe.

3. Portable fuel cell appliances that are not connected to a fixed piping system and are not interconnected to a power grid.

Mechanical:
1. Portable heating appliance.

2. Portable ventilation appliances.

3. Portable cooling unit.

4. Steam, hot or chilled water piping within any heating or cooling equipment regulated by this code.

5. Replacement of any minor part that does not alter approval of equipment or make such equipment unsafe.

6. Portable evaporative cooler.

7. Self-contained refrigeration systems containing 10 pounds (4.54 kg) or less of refrigerant or that are actuated by motors of 1 horsepower (746 W) or less.

8. Portable fuel cell appliances that are not connected to a fixed piping system and are not interconnected to a power grid.

16. Can I run a business from my home?

The City of Grapevine allows home businesses on a very limited basis. The ordinance defines customary home occupation as:

CUSTOMARY HOME OCCUPATION shall mean an occupation customarily carried on in the home by a member of the occupant's family provided that:

(a)The home occupation shall be clearly secondary to the residential use of the dwelling and there may be no evidence of the home occupation visible to the neighborhood.
(b) There shall be no structural alteration to the premises/building or any of its rooms, which changes the residential character of the dwelling.
(c) There shall be no installation of machinery or additional equipment other than customary to household operations.
(d) No person other than a member of the family of the owner or the resident of the dwelling shall be employed or work in such home occupation and such employees must also be occupants of the residence.
(e) A home occupation may not create noise, vibration, glare, fumes, odors, or electrical interference which is detectable off of the premises, and may not cause visual or audible interference in radio or television receivers or fluctuations in line voltage off of the premises.
(f) A home occupation must be carried on wholly within the principal dwelling, and not in an accessory building.
(g) No signs or displays advertising the home occupation may be placed on the property where the home occupation is conducted.
(h) Any activity conducted on the premises shall be of such a nature as to not appreciably increase the vehicular traffic or pedestrian activity in the neighborhood, and shall not encourage queues, browsing of displays, or any similar activity.
(i) Outside storage of merchandise or equipment is prohibited.
(j) Parking for the home occupation must be provided on a paved surface off of the street and not in a required front yard.
(k) A customary home occupation shall not include the physical or medical treatment of persons or animals, retail sales, business services, barbershops, beauty shops, dance studios, carpenter shops, electrical shops, plumber shops, radio shops, auto repairing or painting, furniture repairing, or sign painting.
(l) Sales of motor vehicles shall be limited to a maximum of two vehicles per calendar year.

17. Can I sell items by the roadside?: No, a temporary use permit for outside sales and display can only be issued to a business owner with a currently approved certificate of occupancy. Contact Planning Services at 817.410.3155.

18. Do I need a permit for a tent?: Yes, a building permit is required. Two copies of a site plan showing the location of the tent and a flame retardant certificate are required. 19. Can I have urban chickens?

Yes, however you must adhere to the guidelines in the Code of Ordinance.

Chapter 6 Animals and Fowl

Sec. 6-1 Definitions - Fowl: A bird of the order Galiformes, which can be used as food. This term includes but is not limited to the common domesticated chicken, duck, geese, turkey, quail, dove, and pheasant.

Sec. 6-2. - Livestock and fowl.

(d) It shall be unlawful for any person to keep or harbor any fowl within the city in any pen, shed, coop or enclosure, if any part of such enclosure or structure is within 50 feet of any residence, business or commercial establishment or office (other than the owner's), school, hospital or nursing home.

(e) It shall be unlawful for any owner of any animal to maintain yards, pens, kennels, stables, sheds, coops or other enclosures in which such animals are confined in such a manner as to emit odors offensive to any person's ordinary sensibilities residing in the vicinity, or to breed or attract flies, mosquitoes or other noxious insects or rodents, or in any manner to endanger the public health, safety or welfare, or to create a public nuisance.

20. Can I remove a tree?

Tree removal is not permitted without consultation with Planning Services staff.

The Tree Preservation Ordinance regulates the protection of trees and vegetation cover within the City of Grapevine, to encourage the protection of healthy trees and vegetation and to provide for the replacement and replanting of trees that are illegally removed from a developed or undeveloped property or are necessarily removed during construction, development, or redevelopment.

For trees removed from a property without a permit, the repayment amount for a replacement tree is calculated based on a schedule published annually by the City, which sets forth the average cost of a quality tree added to the average cost of planting a tree. The replacement cost per caliber inch for 2023 is $320.41 per caliper inch.* This fee was determined for the average cost of a 3-inch caliper native shade tree and tree planting costs.

No certificates of occupancy will be issued for a site until the required payment has been made to the Tree Reforestation Fund if work has proceeded without permit approval.

*This fee will be recalculated annually.

1. When are agendas posted?: Agendas are posted at least 72 hours prior to the meeting. City Council meeting agendas are posted after 5:00 p.m. the Friday prior to the meeting.

2. When will the minutes of a meeting be available?: Minutes are usually approved at the next regularly scheduled meeting and will be posted following that meeting.

3. Why do the City Council and Planning & Zoning Commission meet together?: City Council and the Planning & Zoning Commission meet on the third Tuesday of every month to allow both groups to hear from the applicants and public in one setting. 4. Can I get a copy of a meeting?: DVD copies of City Council and Planning and Zoning Commission meetings are available by filling out an Open Records Request through the City Secretary’s Office. 1. How do I get a copy of a birth certificate?: Applications for birth certificates can be downloaded from the website or filled out in the City Secretary's Office. The completed application must be presented in person or mailed in with proper photo identification and payment. Please submit completed application to the City Secretary’s Office, P.O. Box 95104, Grapevine, TX 76051.

2. What forms of payment do you accept?: We accept cash, checks, Visa, Mastercard and Discover.

3. What is the difference between a long form and a short form birth certificate?: The long form has more detailed information than a short form. Short forms are normally good for everything but getting a passport. However, we recommend you check with the entity requesting the birth certificate to see which form they need. The City of Grapevine can only issue long form birth certificates for a person born in Grapevine.

7. Are STRs allowed in Grapevine?: No, per the Grapevine ordinance STRs are expressly forbidden in the City of Grapevine and have never been a permitted use under the Zoning Ordinance.

8. If I get a permit, then can I rent my premises as an STR?: No. STR are expressly forbidden in the City of Grapevine. Thus, there is no permit process available for an STR.

9. Can I rent my business or warehouse as an STR?: No. STRs of any kind are expressly forbidden in the City of Grapevine.

10. My STR is also my primary residence, does the STR prohibition apply to me?: Yes, the STR prohibition applies to all properties within Grapevine. Therefore, even if the property is your primary residence, you cannot rent it out as an STR.

11. Is there anything I can do to get the City to allow me to rent my property out as an STR?: No, STRs are expressly forbidden within the City of Grapevine.

12. If I can't use my premises as an STR, can I lease it for more than 30 days?: Yes, but it must be leased for more than thirty (30) consecutive days. If this requirement is not met, you may face legal repercussions from the City of Grapevine.

If STRs are prohibited in Grapevine, why do some still exist?: On September 4, 2018, the Grapevine City Council passed an ordinance that reaffirmed the prohibition of short-term rentals (STRs) of less than 30 days in Grapevine. While this ordinance is being challenged in court, some STRs that existed prior to the 2018 ordinance are operating under a temporary restraining order issued by the Court.

14. Can I rent my personal pool or areas within my property such as the backyard, basketball court, tennis court, home gym or detached accessory building?: No. This type of activity falls under the definition of an STR which are expressly forbidden in the City of Grapevine.

The Housing Authority receives a subsidy from HUD to assist with the management and maintenance of the units.

Grapevine residents or individuals who work in Grapevine are given a higher preference. All who fall within the estimated income limits set forth by HUD annually are eligible. When your name reaches the top of the waiting list, you will be notified when a unit is available. At this time, your income, assets, criminal history, landlord, and personal references will be verified.

8. Who is eligible for public housing?: Families whose total income does not exceed the income limits designed by HUD and who meet other eligibility criteria outlined in the Housing Authority’s Admission and Continued Occupancy Policy.

How do I know if I own property in a designated historic district or landmark?: The City of Grapevine Historic Districts map shows the boundary of the Historic Township District, five local historic districts and individual residential and commercial historic landmarks. If your property is located within this area, it is in a historic district or is a landmark property.

3. Is being designated a City of Grapevine Historic District or Landmark different from being listed on the National Register of Historic Places?: Yes, The National Register of Historic Places is a list of buildings and sites of local, state or national importance. The program is administered by the National Park Service through the Texas Historical Commission. The National Register has no connection to the Historic Preservation Commission, although many of Grapevine's landmarks are also listed in the National Register. There is no review process for exterior changes to buildings in the National Register, unless the owner would like to take advantage of tax incentives made available through the Historic Preservation Tax Credits.

4. When was the district established?

In 1991, the City of Grapevine adopted an ordinance that created the city's Historic Preservation Commission and a Historic District Zoning (H-overlay) category. This ordinance enabled the creation of historic districts and landmarks.

The purpose of this overlay category is to protect our rich, unique, cultural and architectural heritage. Since 1992, additional preservation ordinances have been adopted creating specific historic districts and landmarks in the city.

The Grapevine Commercial Historic District was adopted in July and October 1992. The College Street Historic District was adopted in November 1993. The Historic Township District was adopted in March 1998. The Cotton Belt Railroad Historic District was adopted in January 2002. The West Wall Street Historic District was adopted in June 2004. The D. E. Box Addition Historic District was adopted in December 2011.

5. How does being located in one of these historic districts affect me as a property owner? Can I still make changes to my property?

A Grapevine Historic District or Landmark is a distinctive area or place of singular historical character in the City of Grapevine. Districts and landmarks are also a legacy, linking present and future generations with their heritage and providing a diversity of lifestyles vital for our City's future quality of life.

The Grapevine Historic Preservation Commission (HPC) serves the public both as a steward for these districts and as a facilitator to property owners of historic landmarks or in historic districts. It provides assistance, at no charge, to owners by helping them plan modifications they may be considering and guides owners through the application process necessary to implement those changes.

Yes, you can still make changes to your property. However, prior to any exterior alterations, demolition or new construction, a Certificate of Appropriateness must be approved. This is to ensure that proposed modifications be in keeping with the architectural character of the district or landmark and would include the following alterations: new exterior paint colors; changing doors and windows
signs; adding / removing siding; light fixtures; landscaping; demolition; and new construction.

Does the city provide any services to help residents with applying for a Certificate of Appropriateness?: The City of Grapevine has a professional staff with specific experience in extensive preservation, construction and architectural expertise. 8. Are there any programs available to help me with the cost of restoring my property?: The City of Grapevine recognized the importance of restoring and rehabilitating our architectural history. Because of that commitment, the city has created the Grapevine Township Revitalization Project to assist property owners in restoring, preserving, rehabilitating and reconstructing their historic homes. Additionally, there are other state and federal grants and tax incentives to encourage the rehabilitation of residential or commercial properties within the Township.

9. What does the Grapevine Township Revitalization Project offer to property owners?: The Grapevine City Council has authorized a "Matching Grant" program for the exterior revitalization of historic homes in the Township area. Grants are awarded on a 2 to 1 matching basis up to $10,000 for owner-occupied homes and a 1 to 1 matching basis up to $5,000 for residential rental houses.
If you live in a home in the historic district, you may apply for a grant to receive up to $10,000 by contributing $5,000 to the rehabilitation of your house. If you do not live in your house, you can receive up to $5,000 for a $5,000 contribution towards rehabilitation.

2. Do I have to live in Grapevine to get a card?: Cards are free for Grapevine residents, but non-residents may get a card for an annual annual fee of $25. Property owners in Grapevine may get a free library card with a current Grapevine property tax bill. GCISD teachers may also get a free card with school ID.

3. How old do you have to be to get a card?: Grapevine children under the age of 18 may be issued a free library card with parent/guardian permission and signature.

4. Do I need a card to use the computers?: No, non-residents and visitors may request a guest pass to use library computers. Guest passes are available at the reference desk near the public computers.

5. Is there a charge for a replacement card?: Yes, the cost is $1.

6. Can I still check out books without my library card?: Yes, you may use your driver’s license to check out.

1. What is the West Nile Virus?: West Nile Encephalitis is an infection of the brain caused by West Nile Virus, a flavivirus commonly found in Africa, West Asia and the Middle East. It is closely related to St. Louis Encephalitis Virus found in the United States.

2. How do people get West Nile Encephalitis?: People become infected when mosquitoes feed on infected birds, which may circulate the virus in their blood for a few days. Infected mosquitoes can then transmit West Nile Virus to humans and animals while biting to take blood. The virus is located in the mosquito's salivary glands. During blood feeding, the virus may be injected into the animal or human, where it may multiply, possibly causing illness.

3. What can be done to prevent outbreaks of West Nile Virus?

According to the Centers for Disease Control, human illness from West Nile Virus is rare, even in areas where the virus has been reported. The chance that any one person is going to become ill from a mosquito bite is low.

You can further reduce your chances of becoming ill by protecting yourself from mosquito bites. To avoid mosquito bites:

Apply insect repellent containing DEET (N,N-diethyl-meta-toluamide) to exposed skin whenever you are outdoors.

When possible, wear long-sleeves, long pants and socks when outdoors. Treating clothes with repellents containing permethrin or DEET will give extra protection, since mosquitoes may bite through thin clothing. Do not apply repellents containing permethrin directly to skin. Do not spray repellent containing DEET on the skin under your clothing.

The hours from dusk to dawn are peak mosquito biting times. Consider avoiding outdoor activities during these times, or take extra care to use repellent and protective clothing during evening and early morning.

Mosquitoes lay their eggs in standing water. Limit the number of places around your home for mosquitoes to breed by getting rid of items that hold water.

Residents should:

*Get rid of old tires, tin cans, bottles, buckets, drums and other containers in your yard or keep them empty of standing water.

*Empty wading pools frequently and store them indoors when not in use.

*Repair leaky pipes and outside faucets.

*Replace your outdoor lights with yellow "bug" lights.

*Change water in birdbaths and scrub them twice a week.

*If you have outside pets, empty their watering dishes daily.

*Clean clogged roof gutters and drain flat roofs.

*Treat standing water that can't be drained with Bacillus thuringiensis israelensis (Bti), available at most home and garden stores. These briquettes are also available in the Parks and Recreation Administration at City Hall (200 South Main Street) during regular business hours and at the Municipal Service Center (501 Shady Brook Drive) during regular operating hours.

*Make sure window and door screens are "bug tight."

*Whenever possible, remain indoors at dusk and dawn when mosquitoes are most active.

*When outdoors, wear protective clothing or use insect repellent with the active ingredient DEET to avoid exposure to mosquitoes. Always read instructions before using insect repellent or other chemicals.

1. When do we have to pull a permit?

Any time you propose to work in the City of Grapevine rights-of-way, public easements, or other City of Grapevine owned property, a permit is required. Article IV: Management of Public Rights-of-Way of the City of Grapevine Code of Ordinances provides that a permit shall be obtained for installation, inspection or repair of utilities within the City right-of-way and public easements before construction begins.

The City of Grapevine has public utilities within the TXDOT rights-of-way, and therefore a City permit, in addition to the TXDOT permit, will be required for any proposed facilities which are to parallel or cross them.

2. How can I find out if a road is a City right-of-way?

You may call the Grapevine Public Works/Engineering Department (817.410.3146) or send an email for information regarding plats, rights-of-way, or City easements.

If you elect to use email, please put the utility for which you are working, and the service address, only, in the subject line. IE: ATMOS - 200 S. Main St. Use the body of the email for additional information, and add a PDF for added routing clarity. Please do not imbed aerials or images in the document as there is limited City inbound and outbound e-mail capacity.

3. How do I get ‘as-built’ information along my project?

Most plats and associated construction plans, and capital projects are available in PDF format. If you will define your project in an email with the Utility Owner, type of work to be done, the beginning address and ending address (or just ending address if all work is on one lot) and a PDF map showing the location and route if applicable, the appropriate information will be set up in a Sharepoint Folder, usually within two days.

4. Is an application required? How about plans?

Yes on both counts. Right of Way Permit Application(8.5 x 14)or the Right of Way Permit Extension (8.5 x 11).

The application and three sets of plans, including three copies of the approved TxDOT permit, if applicable, are required to be submitted with the permit application. Prior to the execution of the permit, the applicant's contractor is to have current insurance on file with the City of Grapevine Public Works/Engineering Department, with the City listed as an additional insured. 5. What size should the plans be and what information should appear on them?

Please only use 8-1/2” x 11” or 11” x 17” sheets for your project plans.

The plans should be to scale, preferably 1” = 100’ or other as approved.

Show existing and proposed City of Grapevine utilities within 10' either side of the proposed construction route,

Highlight the proposed facilities which are tied to the nearest City utility (water, wastewater, storm drainage, and duct banks).

Locate and detail of any new structures to be placed within the rights-of-way.

The plans must include a location map with north arrow, scale, and distances from the nearest intersection to the proposed project.

A scaled plan view showing the distance of the proposed construction from centerline of the right-of-way, width of the right-of-way, length of the project, and relationship to any sidewalks, fences, drive approaches, and other street features within the construction zone.

Show landscaping if present, including the plant materials, and locations of irrigation, and lighting.

Include a typical cross section to show 36" depth of bury or overhead clearance and directional bore details, if applicable.

A profile may be necessary, if deemed so by City Staff.

Traffic control plans are required for all Major and Minor Arterials, and may be required for lesser classification roadways. Three copies of the traffic control plans are required.

If the proposed facilities are to be in the right-of-way of a recent roadway construction or reconstruction, incorporating the proposed facilities into the appropriate plan and profile sheets of the latest as-built is encouraged.

6. Are there any fees for processing right-of-way permits?: Not at this time.

7. How long does it take to process an application and receive a permit?

If your application is found to be complete and plans found to be in compliance, permits are usually issued within five working days following receipt of the application.

Delays or rejection will be experienced if your application and/or plans are incomplete, including failure to provide the required, approved TxDOT permit.

The applicant will be notified by phone or e-mail when the permit is ready, then anyone instructed by the applicant, including the assigned contractor, may pick up the permit.

8. Is there a standard location that is required for various utilities to occupy in the right-of-way?: No, although there are standard clearance requirements for existing water, sewer, and drainage facilities. Directional bore depth is to be not less than 36”.

9. Are utility locates required?

Yes. All Dig-Tess (1-800-dig-tess) locates must be completed prior to beginning work.

In the project area, all wastewater, water, drainage, and City owned telecom facilities are to be ‘potholed’ at 100’ intervals, and at each crossing. Each service or lateral is to be uncovered at each crossing. Paint spotting is provided by the City of Grapevine. Potholing equipment, i.e. vac trucks, and repair is to be provided by the Contractor.

In the event a line cannot be identified by ordinary means in a timely manner, the City of Grapevine will identify said line at no charge to the contractor, but the repairs are at the expense of the Contractor.

10. Are there any conditions where work will be stopped?: Yes. Public Service emergencies, gas main cuts, or any other conditions which may exert excessive demands on any City of Grapevine department, the Director may stop all work within all rights-of-way and public easements. If there are two emergencies within the City, work will be stopped in all cases.

11. Are there any City of Grapevine holidays or days in which no work will be done?: Yes. There will be no work done on Saturdays without 48 hours advanced notice to the Chief Construction Inspector (817.410.3143). There will be no work on the following days:

Sundays

12 PM Tuesday through the following Sunday during the week of Main Street Outdoor Adventure

12 PM Tuesday through the following Sunday during the week of GrapeFest

12. How do we cross under existing pavement with our utility installation?: Directional boring is the required method. Any open cut method must be approved in advance.

13. May we cut the pavement?: No, but if you believe it is unavoidable, you must contact this office by phone before cutting any pavement. This includes roadway, sidewalk, and curbs. A pre-construction meeting will be scheduled, including the Chief Construction Inspector who will outline the repair method and time frame in which the repair is to be completed.

14. May I fax my application and plans?: No.

15. May I submit my application via the internet?: Not at this time.

16. What about an emergency, such as a gas main cut?: Work must cease immediately when emergency situations arise. During normal business hours, call the Public Works/Engineering Department (817.410.3135) to advise that you will proceed with emergency repairs. Weekends and hours other than normal business hours, call the City of Grapevine Police Department non-emergency number (817.410.8127) to apprise them of the situation. Follow through with a complete permit application within 24 hours or the first business day following the discovery of the emergency situation.

17. Is a final inspection required?: Yes. Please contact the assigned City of Grapevine Construction Inspector for the final inspection as soon as all work, right-of-way restoration, and cleanup has been completed.

5. May I change my due date?: Due dates cannot be changed. We established due dates by dividing the city into four sections. This enables our meter readers to concentrate on one section of the city for the meter reads and maintain a consistent and efficient reading schedule. Each section is assigned a fixed due date. The monthly bills are mailed out to customers approximately 21 days prior to the due date. Customers may pay their bill anytime between the date they receive it and the due date, but your bill will be
considered past due if not paid by the established due date on the invoice.

6. When are payments for utility services due?: Payments are due in the Utility Billing Office no more than 20 days from the POSTMARKED date of your bill. The payment is delinquent and a late penalty will be assessed if unpaid by the due date. If the due date is a holiday or weekend date, the payment is due the next business day after the due date.

7. What is the late payment penalty?: The late payment penalty is 10% of the total amount of the bill (no less than $3).
If the bill is not paid in full by the time of the next subsequent billing, a cutoff notice will be mailed. If the bill is not paid in full within 10 days of the cutoff notice delivery date, service will be discontinued.

9. My meter reading seems high this month. Did you estimate my usage or could my meter be going bad?: We do not estimate reads. The meter reader's handheld device does not have your previous read stored in it to be able to estimate your usage; therefore, the meter reader must actually read your meter each and every month. When meters actually go bad, they slow down and read less than (as opposed to reading more than or higher than) the actual amount used.
